Florida Futsal Academy League Rules
Venue
FFA will use the indoor gym at Deerlake Middle School located at 9902 Deer Lake W,
Tallahassee, FL 32312.
To keep the playing surfaces clean and dry, please instruct your players not to wear dirty
or wet game shoes into the facilities. Also, only players, referees, and coaches are allowed
on the court. Parents and siblings must stay off the court to prevent the accumulation of
debris that could cause our players to slip and trip during games.
Referees
Each game will have at least 1 referee. Players and spectators must respect the call, and are
encouraged to practice good sportsmanship in the games.
Participating Teams
The 2026 Summer futsal league will have two divisions: Academy and Championship. The
Academy division is intended as an introduction to futsal. There is no championship game for the
Academy division. Each Academy division team will have 1 bye week in the summer.
The Championship division is intended to be a competitive division. One team will be the
champion at the end of the summer league.
Season Play
Games begin June 1, 2026 and the season ends by July 27, 2026. Games will be on Monday
nights, with the possibility of one Tuesday game in July. All teams will be scheduled to play at
least 6 games.
Official futsal FIFA Rules and Regulations as stated under the Laws of The Game will be enforced. Exceptions are noted below under House Rules. You can find the laws of the game here: Futsal Rules
House Rules to the Laws of the Game:

Goalkeeper can not throw the ball in the air past the third line on the court (three line rule)

No scoring from kick-offs.
-
Goalkeeper can not drop kick or punt the ball.
-
Goalkeeper has 4 seconds to get rid of the ball at all times (both, while at his/her feet or in the hands).

A goal keeper may only touch the ball ONCE PER POSSESSION on his/her own half of the court. The result of more then one touch by the keeper per possession will be an indirect free kick for the opposing team at the spot of the infringement.

All kick-in situations must begin with the ball ON THE LINE before it is put back into play.

Teams will switch benches between halves
-
Game length is (two) 22 minute halves running clock.

No jewelry will be worn by any players, including earrings. Everything must be taken off/taken out!

If a player has a cast, it must be covered by AT LEAST 1/2 inch of "closed cell material," bubble tape will not do. This is to ensure our ultimate goal, safety first, for all players is met. Note: The referee still has the final say on the safety of the cast protection.

"No Heading" rule will be in effect for the Academy Division. Indirect free kick for the opposing team at the spot of the infringement.

The substitution zones are the areas on the touchline in front of the team
benches.
The technical area is the designated sitting area for players, substitutes, and
coaches. -
The Ball
A. The Academy division will use a size 3 futsal ball.
B. The Championship division will use a size 4 futsal ball.
C. FFA will provide all game balls and warmup balls. Please to not bring any
outdoor soccer balls into the facility. -
Each team will field 5 players, one of whom is the goalkeeper. The substitutes will be on the bench in the technical area.

An unlimited number of substitutions may be made during a match.

Substitutions are made “on the fly” at any time, whether the ball is in play or not. Referees do not need to authorize a substitution. Substitutions must be made in the substitution zone. The substitute only enters the pitch after the player being replaced has left, otherwise an indirect free kick will be awarded to the opposing team.

NOTE: If a player who is currently on the pitch replaces a goalie, it must be during a stoppage in the match, and the player must inform the referee of the change. This does not apply to a bench substitute who replaces the goalie.

Players must wear their FFA blue or black jerseys, black socks, black shorts, shin guards, and indoor futsal shoes/athletic tennis shoes. No cleats. There are no exceptions. Players will not be allowed to particpate if they are not in compliance with uniform.

All players are required to wear their official Florida Futsal Academy blue or black jersey, black shorts, black socks, shin guards, and indoor futsal shoes or athletic tennis shoes for all league games.

Cleats of any kind are strictly prohibited on the playing surface.

Players who are not in compliance with the uniform requirements will not be permitted to participate until the issue is corrected. No exceptions will be made.

These standards help ensure player safety, maintain a professional environment, and protect the integrity of the playing surface.

The home team will wear black and the away team will wear blue.
-
Goalkeepers may wear gloves, knee pads, and elbow pads, if desired.

Match Duration
-
The match lasts for two equal periods of 22 minutes each. There will be a running clock for each period. There will be no time outs.

There will be a 2-minute half-time where the teams will switch benches.
-
Referees will keep official time and will signal the end of the period.

Kick-ins
-
There are no throw-ins in futsal. Instead, there are kick-ins.
-
A goal cannot be scored directly from a kick-in.
-
The ball must be stationary on the touchline and the kicker must be off the pitch.
-
All opponents must stand at least 5m away from the point on the touchline where the kick-in is to be taken.

The ball must be put into play within 4 seconds of the team being ready to put the ball into play or the referee signaling that the team is ready to put it into play.

Goal Clearance

The goalkeeper throws or releases the ball from any point within the penalty area.

The ball must be put into play within four seconds of the team being ready to put the ball into play or the referee signaling that the team is ready to put it into play.

The goalkeeper may not punt or kick the ball during a goal clearance. The goalie can only throw or release the ball to another player. If the goalkeeper touches the ball again before it has touched another player, an indirect free kick is awarded.

A goal may NOT be scored directly from a goal clearance. The ball must touch another player before entering the goal of the opposing team.

During a goal clearance, opponents must be outside the penalty area until the ball is in play.

Florida Futsal Acadmy Points System and Tiebreakers - Championship Division
The determination within the group standings is as follows:
3 points for a win
1 point for a tie
0 points for a loss
Forfeited games are recorded as a 3-0 loss

If a player is ejected from a match, a referee’s report of the incident shall be turned over to the

Florida Futsal Academy administrator by the referee.

The minimum penalty for an ejection is that the player shall not be permitted to play in the immediate next match.

The maximum penalty, after review by the Florida Futsal Academy Competition Committee, may
result in the individual players or teams’ expulsion from the competition.
